FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for strong and Bdually west to south-west winds, and cold and changeable weather generally, with showers in many parts. Barometer rise everywhere. Atmospheric depressions have paused both in the north and south, and the winds have been moderato to strong and variable. Unsettled conditions and rain ha-vo been reported in the northern half of tho North Inland, and the southern portion of the south, but elsewhere warm, fair to cloudy ««»«*»,s&„„,.
