EMPIRE PREFERENCE
. 1 FAVOURED AT TORONTO CONGRESS (Rec. September 21, 11.15 p.m.) New York, September 23.. 'According to a Toronto message, the most important matter under consideration at the Chambers of Commerce Congress was Empire preference. There was ,i strong British minority, namely, Yorkshire and Lancashire interests, who favoured inter-Empire free trade rather than Imperial preferences, but they were out-voted. Tlio congress felt that the best solut'on at present of the adverse exchange situation- was the development of inter-Empire trade.' Canadians, however, pointed out that it would be difficult to stabilise the exchange as it concerns Canada, since by force cf circumstances New York is the clearing-house for Canadian business. Tho Congress of Chambers of Commeico has adopted a series of resolutions favouring, closer relations between trade bodies in the Empire, the dovolopment of shipbuilding, the maintenance of shipyards, and tho development of the natural British and Canadian ports.
