OPTIMISTIC PROCLAMATION (By Teleffraph-Presa ABaociatlon-Copyrieht • Simla, September 23. Tlio- Civil Commissioner in Mesopotamia -has issued a. farewell proclama-. tion in Bagdad. After tracing the history of tho British occupation, tho proclamation points out that until the mandate for Mesopotamia was definitely given Britain had been-unable to'carry out the policy of General Maude, and tho Nationalist movement, which wns frankly revolutionary, fanatical, nnd anarchical, -hud ruled. Tho worst was now over, and, with moro troops and coolcr weather, there was good reason (o believe the present disturbances would abate.
