Darling, of London, address- ; l nR the Congress of Chambers of Com- ' merce, suggested that a sound Empire exchange system might bo established by the genoral issue of comparatively shortterm exchange bills against goods in transit, i-.nd an Empire Bank aoting as banker of the Governments' banks. Tlio Empire Bank would havo a contral office in London and offices throughout tho Empire. Mr. Darling eaid that if the Empire's exchanges were made a united economic whole endeavouring 'to supply its own wants, and producing a surplus on balanco for the repayment of debt to America, tho advantages to all parts of the Empire would bo considerable. The congress discussed preferential trade within- tho Empire, and all the speakers favoured preference, though they pointed out many difficulties.—Aus.-N.Z. !. Cable Assn.
