In connection* with tlio wn trover) over means of transport which has been Sting the minds of the people of Palwerston North for the past year .or so a Citizens' league was formed with the avowed intention of having tho borough provided with buses, and- l Efteon by no means idle. Apparently encouraged by its success at tho reclnt poll in carrying the prop®al for buses, the league has now gone fm tlier, nuil nt the last meeting of th» 13or<ra 0 u Council it sent forward sovera resolutions which it had earned. the league contains only a small section of tho citizens and ratepayers, it claim to sneak with the authority of the gieat body of citizens. One cf the resolutions which came before the council was to tho following effect:-' That; in the opinion of tho Palmers ton iSortli Citizens' League the time lias arrived fo the Palmerston NortU Borough Counc. to seriously consider the appointment ,of J° general manager for tho P«W keeping a strict business oversight, over the various civic departments, in order that waste in time and material may .bo eliminated, and tho wages-sheet checked with work done, thus ensuring : eflicioncy and economy in administration. Councillor Oram, who was sponsor for the league, urged that the proposal lian been carried out in New Plymouth with success, but other councillors wero of tho opinion that it had not been long enough in operation there to show whether the cluange was effective or notAfter a rather heated discussion, m which several speakers deprecated tho autocratic stand that the league had taken up, the letter containing tho resoluions was merely "received. • At the same meeting thirty-fivo replies were received from local bodies in favour of the proposal of a universal Saturday lmlf-holiday, while twenty-six decided to take no action in the matter. A tabulated result of tie inquiry mil be sent on to tho Minirar .concerned, urging the adoption of a. universal Saturday lmlf-holiday. ■ About six months ago new traffic bylaws were introduced sy the Palmerston North Borough Council, amongst which' was ono which limited the speed round certain corners to six miles ail- hour' for motor-cars. This section came up for review at the meeting of tho council this week, when it was pointed out that it was next to impossible to drive any of tho higher-powered cars at such a slow pace without risk of "stalling," and it was eventually decided to increase tho limit to eight miles an hour. In connection with too by-laws there is a section which compels all-motor>dnrera to hold a certificate of competency, and they wero given six months in which to procure the same. As the time is nearly up, instructions have been given to enforce tho possession of thtso'by th« 1 end of tho present moath.
