Three men prominently mentioned as possible successors are Baron Makino, Admiral Kalo and Baron Goto. Admiral Kato is considered to bo tho most likely.—Aus.-N.Z. Cable Assn. JAPAN'S INTERVENTION IN KOREA DIRECTED TOWARDS BETTERMENT OF CONDITIONS. (Roe. September G, 0.55 p.m.)' Tokio, September 5. Count Okumft, addressing tho American Congressmen, asked for Japan to bo allowed to have a free hand ;u Korea, where Japan's intervention was directed towards the betterment of conditions. Ho declared that America should recognise Japan's good intentions in Korea and Siberia, and pointed out that Japan acquiesced in tho American,annexation of tho Philippines, accepting tho explanation that it was for the benefit of the peoples affected—Aus.-N.Z.
