BY A MOSLEM FANATIC. . (Rec. August 29, 5.5 p.m.) Delhi, August 27. Mr. R. W. Willoughby, Deputy-Com-missioner of IChori, in the province of Oudli. was assassinated at his residence during tho absence of his servants by a local Moslem fanatic. Tho latter was a convict, who has served sentences for burglary and assaulting a Magistrate. Three others have been arrested. The evidence discloses that tho crime was tho outcome of Caliphate agitation, and the prosecution of certain itinerant preachere in connection therewith.—Reuter.
