-4 A ROTAI< COMMISSION DESIRED. The nnestlon of taxation was discussed at Tuesday's annual meeting of the liew Zealand Society of Accountants. Mr. W. Green, of Christohurch, who presided, SRld that some months n.eo the Prime Minister promised to set up a commission to Inquire into the Incidence of taxation. The council of the Boc'ety had, previous to that, suctfested that If a commicslon were appointed, it would be Tory desirable that at least one member ihould bo a representative of the society. The commission had not been set up, however, and, instead, the Finance Committee of the House had been deputed to Bit. and receive evidence. But the taklwr of evidence by a, committee of the House was not tho same thin* at the slftine of evidence by a commission, for statements made to such a eommlttco were more or less only expressions of opinion. The conference of chambers.of commerce evidently felt ven- much as he did on tlio matter, and had recommended that tho Government should appoint a commission forthwith. ~ ~ ~ . . , Mr. G. W. Hutchison (Auckland) stated that, acttnt- with nreat promptitude, the legislative committee of the society had irlven evidence before the Finaneo Committee of tho House. Although the committee might take evldenre, the taxpayers of the Dominion conerally were not afforded an opportunity of statin* their views, so that the Government mipht be uuided In tho adoption of a policy. Taxation proposals in the last few years had been extremolv experimental. For instance, there was the excess profits tax. which was pessed and then abandoned almost immediately ns beinff impracticable and inequitable They wanted to iret over that sort of thine and to seo that tho Government mado such inquiries that a- proper system of taxation could bo devised. Nobody was better able to irlve fvldenco than representatives of the Society of Accountants. Mr. Hutchison moved: "That the Government bo reminded of the promise made by the Premier to appoint a commission to Inouire Into tho principles and incidence of taxation in New Zealand, and that It bo pointed out that in the opinion of this society the establishment of a Parliamentary committee doeß not afford the necesea,rv opportunity to obtain the required evidence from all jootlone of the community." The roßolutlon waa carried unanimously.
