August 26,/5.5 p.m.) Washington, August 24, The British Embassy has notdfied the State Department that a claim for damage 17)11 be made agaxnst the United States Government because of the refusal to surrender promptly to Britain eighl ox-German liners, including the Imperator. _ TJio initial claim is for actual loss incurred! in maintaining the crows at New York, awaiting the sliilps* surrender. The United States Shipp : ng Board held tho vessels because Britain hold nine tankora on the grounds that they were cap'iired in German ports.
