General Leroud, the Allied commander in Upper Selesia, reports that the Kattowitz disorders wero due to the extremists' belief that a Bolshevik triumph was imminent. He declares *;hat the German Government, speculating on a Bolshevik success, encouraged the agitation. The French casualties were two killed and eight wounded. The Germans had ten killed and 80 wounded. The outbreak will be submitted to the AmbasConference, and most rigorous penalties, demanded.—Heuter.
