LOAN PROPOSALS

j ALTERED GROUPING SUGGESTED. | At the public meeting last week the Town Planning Association suggested that important transit schemes that would tend to open up new country,- and so help to solve the housing problem should be placed in one group instead of beiiyr scattered among five different groups as at present. The Mayor did not favour tho change. Believing that such a regrouping would ensure tho carrying out of the more urgent proposals, the association has forwarded the following letter to the City Council:— "With reference to the question of grouping the various works included in the loan schedule, the Town Planning Association respectfully urges the City Council to mako some slight alterations. "As the grouping stands at present, some comparatively unimportant matters are put in with urgent works, thus jeopardising the latter. "The association recognises that the whole of the works specified indicate a forward move on the part of the city, but to ensure tho success of tho more important works, and particularly those that affect the housing question, wo suggest that the present Nos. 4, 7, and 8 groups, along with items from other groups, should be placed under the one head, as follows :— "Works Allied to Housing. "New road to Vogeltown. "New road to Khandallah. "Improved access to Roseneath. "Mount Victoria traffic tunnel. "Tramway to Kaiwarra. "Tramway extension to Melrose. "Road and tramway to Kelburn and ICarori via Aro Street and Raroa Road and Extension to Northland. "Every one of those schemes will help to open up new country and so relievo tho congestion in the city,, for comprehensive housing and transit facilities are inseparable. "If the council will agree to the suggestion made above tho whole influenca of this organisation will be put to work to havo the proposals carriod 'in toto.' "Failing tho council's acceptance of our suggestion, we will still do what wo can to bring about a successful poll of the items we consider to bo of pressing importance, but the handicap, we feol, will be very great, owing to the present unsatisfactory grouping. „ . , "We earnestly urge the Mayor and council to accede to our request, which we are confident will ensure tho success tho schemes, and we hope that we shall receive an early and favourable reply, so that our numerous members can 'be advised to throw their enthusiasm into tlio campaign for tho carrying out of the various proposals."
