The Hawkcs Bay Rivers Amendment Bill, introduced in the Upper House yesterday by Sir Francis Bell, amends 'the. Act of 1819 by omitting the sub-section, which provides that loans lor flood prevention works may be raised by special order (without a poll of the ratepayers). This provision was included in the Act through a pure oversight, and was contrary to tli'o decision arrived at By Parliament upon the matter.
