The answer to Washington will point out the purely temporary character of the. occupation of Sakhalin, and that a misunderstanding hns been caused over the occupation of Nikolaievsk, which was formerly a Russian maritime province, but was later decreed by tho Governor to be attached to Sakhalin.

Japanese and Korean residents in the Chita, (Siberia) region are withdrawing in the wake of tho Japanese troops, fearing the spread of anarchy and a general insurrection.—Aus.-N.Z. Cable Assn.
