CABINET'S. REPLY TO UNITED STATES. Tokio, July 81. According to Press reports, the tJabinet has drawn up a reply to the United States regarding Sakhalin, ii» _ which Japan points out that tho occupation was unavoidable,' in order to maintain tho national privileges. The decision to occupy tho island Will not change, hut it is emphasised that Japan has no territorial ambition, and tho occupation is temporary, until a stable Government is 'established in Russia. It is announced that Japan has already sent warships to patrol the Kamchatka coast, rt.rttl protect the fisheries, and will probably organise land patrols during tho onming winter.—Aus.-N.Z.
