« RATIONING SYSTEM PROPOSED. (Rec. July 25, 5.5 p.m.) New York, July 23. Plans are afoot to establish a rationing system for the control of oil consvmpfion. Some system 'is urgently needed, because the existing supply docs not. meet the demnnds.
