New York, July 23. Tho Paris correspondent of tho "New York Times" interviewed Marshal Foeh, who said; "The United States should have ratified tho Treaty with us. By keeping apart from us they have helped to promote disorders in Contra! Europe, prevented the establishment of economic equilibrium, and gravely prejudiced their own interests. It would now be to their interest to help solvo the Eastern problem, but no one seems to understand that in tho United States."—Aus.-N.Z. Cable Assn.
