THE HOWARD BEQUEST
..' . —: —♦ ' AGRICULTURAL COLLEGE HAWKE'S BAYCOMPLAINT -, Dissatisfaction has ' been freely expressed in 'Hawke'6 Bay with the decision of the Agricultural Department to use tho.. Howard bequest for the establishment of an agricultural college at Wereroa. The testator lived in Hawko'a Bay, and it is the opinion of the Hawke's Bay peoplo that tho bequest '6ho\ild have been used for the estab- ' lishment, of a college in thoir district, A deputation from the East Coast districts waited on the Primo Minister and tho Minister of Agrionlture (Mr. Nos'worthy) yesterday, to press the claim, saying in support of it that it had been the wish of the testator that the college should be in Hawke's Bay. Mr. G. Hunter, M.P., introduced the deputa- ■'•: tion. Mr. E. H. Williams said that ho had visited the Public Trust Office that morning, and ha<l been able to get hold of some notes of the testator. . From these notes it was, in his opinion, clear that it had been the wish of the testator that the college should be on his own property. Even if- it could not be on this property there was other suitable land in-Hawke's Bay for a site. Mr. Nosworthy snid that the Government had not gone outside the terms of the will of Mr. Howard. If it had been specified that the money should be spent in Hawke's Bay it would nave been spent there. • Mr. Williams said that-Mr. Howara ; had left notes with his solicitors. Mr. Nosworthy: There is nothing in the will. . Mr. Massey said that he had not seen, tho .will or the file, but he would look . at them. Before the war it had. been the intention of the Government to establish an agricultural college in the North Island, because Lincoln College did not meet the needs of the . North Island. Mr. Howard's gift would go a long way towards the establishment ' of a first-class college to serve the needs of the whole.of the North Island. If Mr. Howard intended the collega to be built in Hawke's Bay,, and this could i be shown, then the money would not be ' 6pents out of Hawke's Bay. but the be- i quest would be only a small part of the ' money needed for the establishment of 1 the college. ' He promised .to go fully < into the matter with Mr. Nosworthy. 1
