A White Paper haft been issued covering the proposals of the Ministry of Transports for the organisation of the British -railways. It suggests the formation of five or six groups foj ]sngland And Wales,, and ono for Scotland, , On the basis of economy and for elimination of competition each igroup wil/. lie placed under a Board of Management consisting of .Shareholders and employees, comprising both offioials and.manual workerA. It is proposed that the Government's share of the surplus. profits shall bo placed in. a fund for development purposes. Regarding rates, the Government does not propose to give the companies any financial 1 , guarantee, but to provide flexible rates and machinery enabling.appropriate charges to bo levied. Pei'manent maohinory is proposed to deal with wagea ftnd working conditions on the lines of •the present Wages Boards. The Ministry also advocates the stimulating of development of the country by light railways constructed by private enterprise, or focal authorities with State 1 assistance.—Reuter. •
