AN UNREASONABLE BY-LAW
'By Telegraph—Press Association,' Gisborne, .Tune 29, An important judgment was delivered bv Mr. Barton, 'S.M., tc-day. A borough by-law stales that motorists must 6ound their horns at nil street intersections. Recently Frank Wrey Noland, a welt known barrister, was charged with a breach of the by-law. Defendant pleaded not guilty, but accepted the polico evidence as to the facts. The defence was that the by-law was unreasonable, and therefore void, and outside the authority, of the Borough Council. The Magistrate in his judgment stated that the by-law was Unreasonable and therefore invaUdi ■
