Mr. Bainbridge Colby, Secretary of State, laying that while California does not- harbour animosity towards -the Japanese people, the State does not wish Japanese to settle within its bordens. The Japanese among .the population now number 87,279. California views with alarm the rapid growth of the population of Japanese and their control of !ano and forests. In the not distant future there will be the gravest menace of serious conflict if this development is not'immediately and'effectively stopped, ' ' ..
