RENEWAL NEGOTIATIONS NOT STARTED. New York, Juno i). The "Now York World's" correspondent at Washington states that Anglo* Japanese negotiations to renew the Alliance have not yet started. It is authoritatively stated that only preliminary discussions have taken place.
