* SECRETARY OP DEPARTMENT TO ATTEND. Six years ago the then .Secretary of the Post and Telegraph Department (Mr. W. R. Morris), now Public Service Commissioner, . left New Zealand with the object of attending the International Postal Congress which was to have been held in Berne, Switzerland, but ho only travolled a 9 far as America when the war in Europe broke out, and the congress was abandoned. This year the International Postal Congress is to be held in Madrid, commencing on October 1. Cabinet has decided that Now Zealand should be represented, and fho new Secretary (Mr. E. B. Morris) is to leavo Wellington at the end of the month to connect with the Niagara at Auckland, with the object of proceeding to Europo via America. Mr. • Morris, who anticipates bein» absent for .at least eix months, will return to New Zealand via Sues.

During the absence of Mr. Morris-the duties of Secretary of' the Department will devolve upon Mr. A. T. Markmiuin, tho present First Assistant Secretary.
