COUNCILLOR HUTCHISON'S RESCTNDING MOTION CARRIED.

The following notico of motion, moved ■by Councillor J. Hutchison, was considered at last night's meeting of the City Council:—"That the resolution carried on March 30, authorising the installing of new electrical • plant m Harris ( Street, be rescinded, and a new site- chosen."

That resolution pledged the council to Sroceed with extensions of plant at the [arris Street power-housd, rather than embark on a new steam plant altogether. When the rescinding motion was formally moved by Councillor Hutchison, Councillor M. F. Luckie said that before the motion was disposed of he would like to know why tho council was expected to vote for it. Mo leason had been given beyond that tho engineer was bringing down a new report. ■ Councillor Frost ■ said he would also like to hear reasons. Ho moved as an amendment that all the words after the word "rescinded" bo cut out. He con. sidered that the whole matter should have been referral back to tho Finance Committee. He considered that the reference to the oito would commit the council.

The Mayor; stated that when the matter was last before the council it narrow* ly missed being a matter for the chairman's casting vote. Now the position was that the report of the City Bnginoor was not available until that cvoning; and they could not receive the report until the motion was rescinded. Ho appefilea to Councillor Hutchison to drop the concluding words of his motion. This Councillor Hutchison agreed to do. Councillor Luckio then asked if tho motion were rescinded were they in a position to discuss tho whole matter. Tho Mayca - stated that tho position would then be as if they had done nothing. ■ Councillor Luckie said that if a motion wero rescinded,, it could not be recomposed for six months. Tlio Mayor said that with the united voice of the council any member could introduce any new matter. The Mayor > then put the resolution, and declared it earned.
