FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for strong southwesterly winds, cold, soually, and showery weather, and snow on higher levels. Baromoter rising everywhere.' The wind has changed from wlest to south-west in most parts of the Dominion, and dull and cold weather has been experienced, with rain in most osrts of the country, and snow in tho south.
