Millerand. will arrive in England to-morrow, to. discuss the reports from Germany from commissions investigating ,'tlie execution of tho Treaty • in. reference to reparations and tho disposal of munitions, and also to d'iscuss the question of war criminals. It is hoped that Britain and France will reach agreement before meeting the Germans at Spa, and avoid a repetition of the recent unfortunate' differences. ■ The downfall .of Signor Nitti (Italian Premier) occurred inopportunely at the moment when the Fiume problem seemed to bo on the point of settlement. Mr. Trumbich and other Jugo-Slavs were cn route to meet the .Italians at Palanza when the Nitti Government fell, but M.
