* HOSPITAL AND CHARITABLE AID LEVIES SMALL BOROUGHS PROTEST i l The question pf the levy made on local ' bodies for hospital and charitable aid i purposes came before the Lower Hutt i Borough Council at its meeting last night, when a copy of the estimates for the year 1920-21 was recjeived from the Wellington Hospital and Charitable Aid Board. The amount of Lower Hutt's contributions was shown to be 6s. Bd., as against JJ1826 12s. Bd. last year, an increase of ,£389. This amounted to over 9s. per head of population. Tlie_Mayor was- of opinion that the time had come when the hospitals should be nationalised. The matter of levies was becoming too much for email boroughs. The increase of the lovy necessitated an increase of rates, and the heavy burden thus imposed arrested the progress of the borough by absorbing funds which should be used for improvement. A circular letter from Lawrence was read, stating that a meeting of the borough council had resolved that the present system was inequitable, inasmuch as it unduly taxed property-holders, while allowing those possessing wealth in other forms to escape contribution. The Lawrence ■council\BUggest*d that the Government be urged to amend the Act in tho direction of making the cost of hospital and charitable aid institutions ft charge on the Consolidated Fund of the Dominion, Councillor Cotton asked what tho position of the valley was now that Councillor Black had resigned from the Eastbourne council. Did he still retain his sent on the board as • their representative? (He was of opinion that as the council had been unable to obtain a return showing "what the Hutt was payins for" they wanted a live representative, who would push for such return, and they would probably get it. Tho council unanimously decided l to support the Lawrence letter.
