Tho report favours voluntary as against compulsory registration of _ Britishers ■abroad.' and favours subsidies for the establishment and maintenance of British schools. • It. faours the establishment of British chambers of commerce and patriotic societies with public-spirited objects, but does not recommend subsidising British newspapers, although the latter, if well managed, may do.much good.
