0' Tlicro 16 ■ considerable congestion and consequent delay in the handling of coal in Wellington, owing, it is alleged, to the inability on tlio part of the Railway Department to take delivery of tho coal as "quickly as it is brought out of the holds of the ships in port. There is a considerable quantity of coal in port at the present time, approximately 2000 ton?, and all of it is for tho Railway Department. Gaugs have had to b« put off at the wharf early every day, and Vnluable timo is being lost for tho steamers. In fact, tho drtay has been so serious that somo -3h]{*s have lost a trip through inability to get rid of their cargoes in reasonable) t»ino. It is understood that tho difficulty of tho Department is in getting men to handle the coal from the truckc, '4th tne result that trucks are not available for discharging operations' at tho ship's 6ide. Tho Department claims thiit it needs all tho coal, and will not release aoy of it for dealers.
