The Federal House of Representatives is discussing a motion by Mr. Austen Chapman that a convention shall bo summoned to consider amending the Constitution. During the debate Mr. Malioney set forth the Labour proposals, whicli provide for tho'-abolition of the State boundaries and tho establishment of 31 provinces. There would be a House of Representatives to deal with matters afFecting Australia ns a nation. Tho Senate would be abolished, and affairs of local interest would be dealt with by 31 provincial Legislatures. State Governors would also be abolished,--Pre® Assn. ,
