A good deal of interest is being taken throughout H'awke's Bay in connection with the loan proposals of the Napier Harbour Board, which seeks to borrow .£250,000 for the purpose of creating a deep harbour at what is known as the inner harbour. The chairman of the board (Mr. A. E. .Tull) has been conducting an exceedingly vigorous campaign in support of tlhe proposal, which is opposed by both Napier papers. The opponents of the scheme claim that the extension of the breakwater ivoulit be preferable, and that in any case tho present is an inopportune time to spend so large a sum of money. , The inner hnrTVoni- setreme is based on tho report of Messrs. Cullen and Kcelo, Australian engineers, and provides for a low-water depth of 31 feet. Its-chief feature is that tho silt, which has to be dredged out to make the deep-water channel, and berthing can all be conveniently used for reclamation purposes, and Wins largely recoup the board tor the monetary outlay.
