It is pointed out that the Senate's action in ratifying the Lodge "substitute reservation" on Article Ten indicates that at least two-thirds of the Senators want the Treaty ratified; and if the same number of Democrats vote to ratify the whole Treaty as voted to ratify the reservation on Article Ten, the defeat of the Treaty would rest squarely upon President Wilson.—Aus.-N.Z.
