There were unrest, 'distrust, and i discontent everywhere; and every legislative device to check tho evil was doom- ; ed to failure. There seemed to he a I deliberate plan on the part of a com- j paratively few extremists" to"wreck the present social and industrial,system by ■ ! revolutionary methods. Towards the** J there should bo no compromise; but tc- • wards legitimate demands' they should ; manliest patience, sympathy, and jus- ' tice. \ Mr. H. Y. Braddon moved that in .; view of the failure of compulsory arbi- 1 tration, the conference should : evolve j some other method to' abolish industrial ; unrest.
