♦ ' VOTES ON RESERVATIONS DENIAL OF OBLIGATIONS UNDER ARTICLE TEN By Telegraph—Press Assooiatlon-Oopyrignt Washington, March 15. The Senate has ratified Senator Lodge's substitute reservation on Article X. Senator Frelinghuysen's amendment to Article X, disavowing all obligations on the United States under that Article, was rejected in the Senate by 59 votes to 17. The Tnft "sub-reservation," disallowing the legal, but retaining the moral, obligations under Article X, was rejected by 44 votes to 20. ' The Simms reservation offering the friendly offices of the United States in case of international aggression, was rejected by 51 .votes to 27. Senator Walsh submitted a motion "deploring the aggression which, led to a breach of the world's peace," and it was reiected by 41 votes to 34The Republican leader's amendment to Article X, denying the obligations under the Article, was adopted by 56 votes to 3-I.—Aus.-N.Z. Cable Assn. THE LODGE RESERVATIONS MODIFICATIONS "MERELY CAMOUFLAGE." Washington, March 15. It is understood that there has been a further exchange of correspondence between President Wilson and Senator Hitchcock, the Democratic Leader, in which the President pointed out that the new move by Senators Borah and to frame modifications of the Lodge Reservations especially as to Article X, is merely camouflage to gain Democratic votes and will be tantamount to nullification of the Treaty. The correspondence has been 6ho\vn to several Demo-' eratic Senators, and it is expected that they will vote to reject the new compromise. The final vote on Article X will come up on Tuesday.
