AMERICA'S OBLIGATIONS UNDER ARTICLE TEN

New York, March 9. The Washington correspondent of the New. York. "Times" says that in his let-ter-to Senator Hitchcock. President Wilson reiterated his unqualified opposition to any attempt-by the United States to evade, her obligations under Article Ten. There are some Senators, however, who Dtofess to read in President Wilson's letter a warrant for continuing the, efforts to. arrange a compromise 011 the article, hence the negotiations which have been going on between the Republicans and the Democrats are being continued.-
Commenting on the letter, Senator Lodge said ho did not know whether the letter would make any difference in the Senate.
Senator Hitchcock said the- President; pointed out that there was-no difference between having no League and attempting to nullify it with reservations.
