4 SUPREME COUNCIL'S DECISIONS. London, February 16. "The Times," dealing with recont decisions by the Supremo Council, says that tho decision to allow the Sultan and tho Turkish Administration to remain in Constantinople reverses the dedared policy of the British Government. Tho Allies will exercise naval and military control of the Dardanelles, but it is uncertain whether control of tlio Bosporus is also contemplated. The Turks retain much of the Asia Minor territory, but not Syria or Mesopotamia, while the Armenian Republic gains two additional vilayelß—'"Tho Times." [According to a message published yesterday the Allied Conference decided upon rigorous naval and military conitrol of tho Dardanelles, and to permit tho fiulfan to remain at Constantinople;]
