JAPANESE PROPOSAL EMBARRASSES CHINA.

Peking, February 7. Mr. Hawlking, Councillor to the Chinese Foreign Office, who has just returned from Paris, has pointed out that Japan's proposal to open negotiations for the return of Shantuncr embarrasses China, since refusal would endanger Chino-.Tapanese good relations and cause tho indefinite restoration of tho province, while acceptance would cause dis~ . ~.-.[.c 11,iPM.na, because virtually every section of the population would object to the negotiations. Mr. Hawlking is not- in favour of submission of the matter to the Leaguo of Nations, because the status of the League is still indefinite.
