REORGANISATION OF THE TERRITORIALS DETAILS OP NEW SCHEME (By Telegraph-Press Associatioa»Copyrii;ht London, January 30. The Secretary of State for War, Mr. Winston Churchill, explaining the icorganisation of the Terri'.orials, said Hie Army would he divided into two branches, the Regular Army mid the Territorial Army, both complete and self-contained. The Territorials would enlist for three years in the case of twined men, and for four years in the case < f others. The ci-.mmandei\s would be chosen from (hose who bad commanded battalions in the field with distinction. . Mr. Churchill mioted Admiral Wilson's dictum that "the Navy cannot piny international football without a goalkeeper." The Territorials, k said, vere the goalkeeper. As the result rf the war, .Britain's frontiers had Moved further afield. Tho Territorial Army would be raised on the basis of Impsrinl defence, including; responsibility to France and Belgium, and would bo ready in a supreme emergency to defend against aggression, whether on the Rhine or in India.
