Viscount Uchida, in a 6peech in thft House of Peers, said the Government was prohibiting emigration to .Mexico in accordance with tho understanding with the. United States reached in 1908. The nrohibiton of the emigration of Japanese women to the United States was in tho interests of Japan, not tho United 'States.-Aus.-N.Z. Cablo Assn.
