The New York "Times" Washington coi-respondent states that it is expected ihat a complete Congressional investigation into the Navy Department will rcjult from Admiral Sims's charges. Admiral Sims cited eleven specific instances of alleged incompetence, and declared Mint he was not provided with an adequate staff in Loudon, that ho did not receive tho naval units ho desired, and ships required were greatly delayed.— 4us.-N.7i.
