Sydney, January G.. Shipowners complain of the alleged inactivity of tho Shipping Controller in connection with tho engineers' trouble. Vessels of inter-State companies are under the control of the controller, and owners are powerless to mnko any move towards n settlement unless instructed. With a view lo getting Hie Niagara away the ITninn Company, which is not controlled by Hie controller, has offered to concede tho engineers' demnnds, subject to conditions made in the finnl settlement between the- controller and the union. The offer has boon declined, but negotiations are proceeding.—Press Assn.
