The negotiations broke down owing to Litvinoff persisting in his refusal to exchange British officers. Litvinoff's impossible demands included the exchange of 225 Russian prisoners held by the Archangel Government for twenty-two British officers, and also that British women and children in Russia should bo exchanged for 2700 escaped Russians now in Denmark.—Aus.-N.Z.
