NEUTRALITY OF BELGIUM
ADEQUATE SAFEGUARDS REQUIRED. Brussels, December 19. The Government has declined tho Allies' proposals to re-cs'fa'jlish tho neutrality of Belgium on the M lines. Britain and France offered to guarantee her territorial integrity for five jcars on condition that Belgium promised absoluto neutrality. It is understood that Belgium requires either safe strategic frontiers or adequate military safe guards.-Aus.-N.Z. Cable Assn.
