J. B. HINE is a new Minister, but no novicc in politics. First entering Parliament in 1908, lie quickly came into prominence in..'cbianectidii with the "Ifino chargcs," in wliicli he courageously exposed malpractices in connection with kind dealing, in which an ex-member of the House of Representatives and a Native member were involved. The light lie cast on these matters was the occasion subsequently of an important.amendment in the law. After the Reform Government took office in 1912, .Mr. Hine became Chairman of the Public' Accounts Committee of the House of Representatives, the most important of the Parliamentary Committees, and held that position while'the Committee remained in existence. He devoted much time to Defence, training', and at the-outbreak of war held the rank of Captain/though he was not then attached to 1 any unit. Offering his services early in- Hie war, he was called ■up in 1916, -and in the latter parr, of that year was sent to Egypt and took command of the Second Wellington Mounted Rifles. . At;the beginning' of November, 1917, ho was severely wounded in the attack on Gaza. While convalescing he paid a flying visit to New Zealand, t but he returned to-the Palestine Front in time to participate in the whole of the final offensive, in which the, Turkish armies were smashed. In his wax .service,he earned promotion to the rank of 'Major. On returning to New Zealand, Major Hine immediately, resumed his Parliamentary duties.. - He .was prominent amongst t hose members who fought for the redress of the injustice to which butter,producers were subjected under the operation of the equalisation fund. Tn the reconstruction which followed the Wardist withdrawal from the National Cabinet, Major Iline was appointed Minister of Internal Affairs in the Reform Government., and also assumed, control of the,. State Fire Insurance Office, and a number of other departments.
