Senator Hitchcock", in the Senate, introduced a resolution authorising a breach of diplomatic relations with Mexico, and enabling tho President thenceforward to act at his discretion. Mr. Lansing has conferred with the Foreign delations Committee. It is understood that the conference had reference t<> the resolution proposing the breaking off of diplomatic relations with Mexico.
