MOTION IN FAVOUR VOTED OUT.' London, Oecember 1. The House of Commons, by 276 votes to Si. reiected Mr. Bottomley's motion ill .favour of premium bonds. Mr. Austen Chamberlain (Chancellor of the Exchequer) admitted on further consideration he had changctf his mind, and was now. without raising the question of moral right or wrong, opposed to premium bonds on the broad ground of iinancial expediency. There was no attractionV in premium bonds apart 'from the gambling chancc. . They would probably caoture some money not now saydcl, but it would be an inconsiderable amount compnred with moneys which would bo withorawn from the savings banks and war loans. Air.
