A JOINT SYSTEM PROPOSED. London, December 1. Maior-General Davidson publishes a letter urging on the Government the immediate establishment of a Joint Imperial Staff. He says tlio matter brooks no delav in view of the unknown possibilities ill air and submarine envelopments. and other serious matters affecting the whole loosely-linked 1 Empire. He urges co-ordination of the Dominions and Britain in a common policy of defence on more comprehensive lilies than Lord .Tellicoo's present attempt—"The Times."
