Commenting on the Italian situation and its possibilities, the "Manchester Guardian's" Vienna correspondent says that tho tranquillity at Budapest and Vienna is merely tho quiet before the slorm. "If D'Annunzio attacks Spalato, the Serbs will undoubtedly declare war on Italy, and the Croatians will join the Italians. Owing to their dissatisfaction with Serbian opposition it is likely that Rumania and Bulgaria will join in attacking the Serbs. The general conflict will enable the Slovaks to demonstrate their disapproval of Czech rule. Transylvania will throw off the Rumanian oppression, and both will join Hungary in tho lntter's effort to regain its lost territory. The Allies must act swiftly in order to avert a catastrophe. A strong blockade is essential. The Allied military missions havo failed to secure co-operation in the new States, and should immediately be replace# with civilian diplomats, with full authority to secure a peaceful settlement." —Aus.-N.Z.
