GENERAL REELT FXPLAINS HIS RESIGNATION. London, November 12. ■ Genera] Seelv, speaking from the front Opposition benches, said that he had found the dual control of the Air Service did not work. He had asked to be relieved during th» war. but remained under pressure. Tho Premier had decided to mnintnin the existing plan, which Gener.nl Seely regarded as wasteful and inefficient.
