FARM COLONY FOR FEMALE PRISONERS A. NI3HDED REFORM. • At a meeting of tho Welfare Group for 7'Vmale Prisoners of tho Won'ien's National Council. 1 eld in tho Y.W.C.A., Boulcott Street, on Wednesday afternoon, tho matter of the necessity for a femalo prisoners' farm colony was discussed. Mrs. Henderson presided, nnd there was a gooo: attendance of members. The following suggestions were brought forward in regard to the farm colony which it is hoped will be established without unnecessary delay, and so do awav with thoj reed for sending the women urisoners to Point Hnlswell -.—"That n. farm colony on land suitable for market gardening, dairying, fruit-growing, etc.. be establishes, and that tho site chosen should preferably bo in the Otaki, Levin, or Manawatu districts * for tho followimr reasons:—(l<) Suitable climate; (21 suitable soil, with conditions for different projects in contemplation; (3) close proximity by rail to Wellington, admittedly the Lvst market for garden produce, fruit, etc., in New Zealand; (i) the main Power line from Mangahao electrical scheme passes througl. these districts, and tho advantages. of electrical power for lighting or utilisation in the different industries contemplated; (5) any of districts would bring the proposed ■farm colony within reasonably quick communication ,with the Wellington headquarters of the Prison Department, thus giving the farm the added advantage of being under tho immediate supervision of (he permanent head of the DβDartment."

The purchase of a large area to servo as one large institution for the whole of ]\ : ew Zealand was advocated at tho meeting, as by so doing economy, better staffing, and buildings would be obtained at a lower cost and tho lessening of overhead running expenses. Tho Welfare Group strongly advocated the strict classification of prisoners, ivith separate residential blocks, instruction blocks, administration block, hospital blocks, institute buildings for religious services, lectures, picture.?, recreation, etc., swimming .baths, recreation '(rounds, generous diet, and honours system as far as possible. Also cottage homes with tho ordinary civil standard of living and dress for thoso who are approaching the end of their detention, so that them-: shall be no unfavourable reaction on their return to civil life. Hand crafts and cottaw industries for women who do not desire or are not fitted for outdoor occupations. Tlonift science, industries, specialising in cakes, fruit preserving, jams, dairy products, garden produce, tomatoep. fruit, floirers, herbs, viticulture, poultry, 'beekeeping, etc. It had'been ascertained that good b'ufiiness arrangements for (lie successful disposnl of the sewing and handicrafts generally ca?i lx> made, and Hint there would be a keen demand for .such specialised work as infants' outfits, hand knittine. etc;, while a very ready demand would exwt- for nil farm and garden produce. _ The meeting after discussing the various points in connection with the su<ri<*sted farm colony enmhnsised the necessity of the centralisation of all female offenders, and the placing of. them directly under the Prison Department control on this farm colony, as opposed to the present wasteful system of distributing offenders to different denominational institutions and scattered State, prisons. It ponsidered that this viewpoint cannot he too strongly strewed, as bv means of centralisation "of effort, and by that method only, enn the full economic value of a -rood efficient specialised staff in all branches, educational, hospital, and administrative, be obtained. It also decided to urge tho Department to obtain fir«Hifiml information regarding modern reformative methods bv sending 'suitable membe-s of their staff to , America or Hreat Britain to collect the most useful data available liefnm commencing the expenditure th° Imi'dinrs would involve, that pendimr vhccnllee'tion of this information ;i suitable site for the farm should he secured and an area of land ample to meet future requirements, and that in fho choice of lnnd and lnving out. etc., the advice of the Agricultural Department should be secured.
