MIRAMAR AND THE CITY
THE RATE QUESTION.
At tho last meeting of the City Council, tho Mayor (Mr. J. P. Luke) quoted some figures (which were published) conveying the impression that under amalgamation Miramar would be likely to gain instead of lose as far as rates were concerned. The Mayor of Miraiuar'fMr S. M. Stone), who claims to lie quite impartial in the matter, and says that lie would be only 100 glad to bring abotiL amalgamation if he could seo that tho borough would he benefited in any way bv tho change, pointed out that 110 one luid come forward to show how Miramar would benelit under the scheme, and from his invostigaHons ho could .not see how their rate,? would not be incieased by the merging of the borough with the city. Mr. Stone has made certain comparisons of three properties (in each case of tlio same value), ani sets th.o result, of his examples down as follows:— . (1) Property—Capital value. JCtSO; unimproved, JHfA. The city rates are: General, Library, and interest rale, 3 IWSXuI. on unimproved value, .£llßs. Sd.; charitable aid rate, old. on J39, 3s. lid.; water rate, 2'd. on .£9 (half rate), 2s. Gd.-, total, .£2 ss. Id. Tho present borough rates on J;150 a.ro ,C 4 is. ad. Under amalgamation tho city rales, less tho city interest rate, would bo levied, villi the. addition of tho borough interest ratr< of 3Jd. The position would then be: V-ity rates (as above), ss. Id.; less interest, 101/200 d., fis. Id.; adding borough interest rate, 3}d., .C 2 3s. 9d.; total, ■W 2s. Gd. So that vacant land under amalgamation wotf'.d pay about 2J per cent, less rates than at present. . (2) Property-Capital value, ,£900; unimproved, ,£150; value of improvements, i<so. In tlio city the rales are—General, J library, and interest rates, ,£1 18s. Sd.; charitablo aid rate, 5Jd. on .£sl, .£1 ;is, cd.; water rafe, 2j per cent, on .£sl, ,£1 9s. Bd.; total, itl 12s. The borough rates at present arc, cC'-f Js. 5d.; water chargo (average of 500 houses), 18.?.; total, .£5 2s. sd. Under amalgamation the rates would be: City rates, M 125.; less interest o" 1 ' kl ' : ,Mro »Rb interest rate, £2 total, t £(j 9s. sd, So that improved property of Ibis valuo would have to pay an increase of 25 per cent, oil tho present rates, , (3) Property— Capita/, value, ,£1400; un- - 1 ,I l!? ?votl ' value, of improvements, i t■, tll ° city tll6 KltM iu ' e; GenMai, Library, and interest rates, ,£1 18s. ; aid rate, 5Jd. on J.T lii I'"! 0 ! l' or cont 011 ■Mi, X 2 6s. 2d. ; total, A'fi is. 7d. In tho ooiougli tho rates nro the samo as in last example d's 2s. sd. Under anialganiar!°" I ,ositiou would bo: City rates, ■£l) Is. 7d.; less city interest rate, (is. Id.; wrough interest rate, 3s. 9d.; total, -£'.19s. So that a property of this description would have to nay an increase ot moro than 50 per cent.
